Notice of Special Meeting

A Special Meeting of Sarnia City Council will be held on March 25, 2019 at 2:30 p.m. in Council Chambers, Sarnia City Hall to hear a presentation from the consultants regarding the Parks, Recreation, and Culture Master Plan.

 


CITY OF SARNIA ELECTION COMMITTEE

The City of Sarnia is seeking applicants for a Municipal Election Committee. The Committee will be made up of four members at large and the City Clerk.

The Committee is expected to meet monthly for the first four months, and then twice a year in preparation for the 2022 municipal election.

 

CITY OF SARNIA COUNCIL COMPENSATION COMMITTEE

The City of Sarnia is seeking applicants for a Council Compensation Committee. The Committee will be made up of one at-large member and four appointed members from the business and labour communities.

The Committee’s mandate is to review Council compensation and recommend adjustments to Council of remuneration levels for members of Council.

Citizen Recruitment – Sarnia Heritage Committee

The City of Sarnia is seeking applicants for the Sarnia Heritage Committee. The Sarnia Heritage Committee advises City Council on the conservation of the City’s built heritage. It meets the first Thursday of each month at 12:00 p.m. at City Hall.

All applications must be received by 12:00 Noon, on Monday, April 1, 2019. Applications must be submitted using the online application form available at https://clerks.smartsarnia.com or in person at the Clerk’s Department, 2nd Floor, City Hall.

CITY OF SARNIA

NOTICE OF INTENTION TO AMEND DESIGNATION BY-LAW NO. 9791
PURSUANT TO THE PROVISIONS OF SECTION 30.1  OF THE ONTARIO HERITAGE ACT R.S.O. 1990.

 

TAKE NOTICE that the Council of the Corporation of the City of Sarnia is giving its Notice of Intention to Amend By-law Number 9791, a by-law which designates The City of Sarnia Canatara Log Cabin Complex, as a property that has Historic, Architectural Value or Interest.

Council gave its Notice of Intention to amend the by-law at its February 11th 2019, Council Meeting.

 

REASON FOR THE AMENDMENT

By-law No. 9791 is a By-Law that designated three structures known municipally as the Canatara Log Cabin Complex – the log cabin, carriage house and smokehouse, as being of Historic, Architectural Value or Interest. The smoke house was removed from the property a while ago, and the carriage house was totally rebuilt. Both were done without any updates and/or amendments to the by-law.

Major work is required to be done on the remaining log cabin for occupancy to be obtained so that it can be used for programmed community activities. Permits (demolition and building) are therefore required to facilitate the restoration and/or replication of the log cabin, with the intent of salvaging and maintaining as much original material as is possible, to maintain the heritage value and interest of the property.

To authorize the issuance of any building permits, it is therefore necessary to amend the existing designation by-law in accordance with Part IV, Section 30.1 of the Ontario Heritage Act, to reflect the past changes to the property and to complete the required work on the log cabin. The amendment would not remove the designation from the property; it is only to permit the work to be done on the log cabin and update the by-law to reflect the overall changes that were made to the property.

 

APPEAL TO THE CONSERVATION REVIEW BOARD

Any member of the public may appeal the amendment of this by-law to the Conservation Review Board by filing a notice of appeal, setting out the reasons for the appeal, with the Clerk of the Corporation of the City of Sarnia, within 30 days of the publication of the Notice in the local newspaper.

Any objections to this amendment of By-law 9791 must be filed no later than March 18th, 2019, before the end of City Hall Business day - 4:30 p.m.  Objections should be directed to the City Clerk’s Office, City Hall 2nd Floor, 255 North Christina Street, P.O. Box 3018, Sarnia ON, N7T 7N2

The decision of the Council of the Corporation of the City of Sarnia is final if an appeal is not received on or before March 18th 2019.  Additional information can be obtained by contacting staff of the Community Development Services & Standards Department during regular office hours.

Please be advised that a public meeting to consider the following application has been rescheduled and will be held by Sarnia City Council in the Council Chambers at City Hall on: Monday, April 15, 2019 at 4:00 p.m.

 

Persons wishing to speak to these applications are requested to notify the City Clerk on or before noon Wednesday, April 10, 2019 in order to be placed on the agenda, although anyone in attendance will be given an opportunity to address Council on this matter.

 

Rezoning Application No. 1-2019-85 of 2002 is submitted by the applicants, Eric and Tina Clarke and the agent, Rob Panzer.

The subject land is municipally known as 141 Durand Street and is located on the south side of Durand Street, east of Christina Street North (See Area Map). The subject land is currently designated Urban Residential in the Official Plan and zoned Urban Residential 2-1 (UR2-1) by Zoning By-law 85 of 2002, which permits low density residential uses (single detached dwellings with secondary dwelling units).

 

The applicant has proposed to amend the Urban Residential 2-1 (UR2-1) zoning of the subject lands, to permit three (3) dwelling units to be located in a converted single detached dwelling.

  1. If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of The Corporation of the City of Sarnia before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

The subject land is located west of Ronald Bloore Drive and south of Molinari Street (See Area Map).  The subject land is currently designated Urban Residential in the Official Plan and zoned Urban Residential 4-15 (UR4-15) by Zoning By-law 85 of 2002.

 

The applicant is proposing to amend the zoning of the subject lands to a site-specific Urban Residential 4-25 (UR4-25) Zone, to allow for semi-detached dwellings to be constructed with lot coverages of 40%, exterior side yards of 3m (9.8 ft.) and to allow for one lot (Part 6) to have a rear yard depth of 6.0m (19.7 ft.).
