CITY OF SARNIA NOTICE OF PUBLIC MEETINGS

Please be advised that public meetings of City Council are scheduled for Monday, February 5, 2018, at 4:00 p.m. in the Council Chambers at City Hall, to hear the application listed below. Please check with the City Clerk for the time when these applications will be dealt with.

Persons wishing to speak to these applications are requested to notify the City Clerk on or before noon, Wednesday, January 31, 2018, in order to be placed on the agenda, although anyone in attendance will be given an opportunity to address Council on these matters.

Official Plan Amendment No. 9 and Rezoning Application 15-2017-85 of 2002 are submitted by B.M. Ross and Associates Ltd., on behalf of the owners.Please be advised that applications have been received to permit the creation of a new industrial lot that would not have frontage on a public street.

More specifically, the applicant has proposed the following amendments to the Official Plan and Zoning By-law:

  1. Amend the Official Plan by adding a site-specific policy that would permit the creation of a land-locked industrial lot without a connection to the City’s sanitary sewers.
  2. Amend Zoning By-law 85 of 2002 by changing the zoning of lands from “Heavy Industrial 1 (HI1)” to a site-specific “Heavy Industrial 1-3 (HI1-3)” zone that would permit a new industrial parcel that does not have frontage onto a public street.

Please be advised that a corresponding severance and easement have been submitted (Consent Application B23 and B25/2017), which was approved by the Committee of Adjustment at their January 2, 2018 hearing.

b) If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Corporation of the City of Sarnia before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.

NOTICE OF 2nd PUBLIC MEETING

GREEN STREET PUMP STATION – BRIGHTS GROVE, CITY OF SARNIA

NEW SANITARY PUMP STATION AND FORCEMAIN

MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY - SCHEDULE ‘B’

In June 2016 the City of Sarnia initiated a Class Environmental Assessment (Class EA) to upgrade or replace the existing ageing Green Street Sanitary Pump Station (GSSPS) located in Bright’s Grove. It is proposed to provide a new sanitary pump station and sanitary forcemain to intercept a significant proportion of the upstream catchment area of the existing GSSPS in order to increase service capacity and ensure continued reliable service.

Alternative options were considered for the replacement pump station and a preferred option for the replacement pump station and an associated standby generator facility located on City owned land adjacent to the Howard Watson trail at the south west corner of the intersection of Lakeshore Road and Waterworks Road in Bright’s Grove was presented at a Public Meeting held on January 25th 2017.

Following consultation with adjacent landowners an alternative location for the proposed new Waterworks Pumping Station has been identified on City owned land adjacent to the Howard Watson trail at the south-east corner of the intersection of Lakeshore Road and Waterworks Road. A new interceptor sewer will be constructed south along Waterworks Road from John Street to the proposed site and a new sanitary forcemain will be constructed along the alignment of the Howard Watson trail east from the new pumping station site to the existing Bright’s Grove sewage treatment plant.

Designs for this new preferred option for the replacement pump station site complete with gravity trunk sewer and sanitary forcemain have now been developed through the Municipal Class EA study process.

The City of Sarnia wishes to seek comments from the Public on this preferred site and will therefore be holding a 2nd Public Information Session on Tuesday 23rd January 2018 between the hours of 6:30pm to 8:00 pm in the gymnasium of St. Michael’s School, 1930 Wildwood Road, Bright's Grove.

Neighbouring residents, community members, members of the First Nations community and other interested parties are invited to attend this Public Information Session to review and discuss issues related to the EA Study carried out for the new pumping station and associated works.

NOUVELLE STATION DE POMPAGE CONDUITE DE REFOULEMENT SANITAIRE
ÉTUDE D'ÉVALUATION ENVIRONNEMENTALE DE LA CLASSE MUNICIPALE - ANNEXE «B»


En juin 2016, la ville de Sarnia a entrepris une évaluation environnementale de portée générale (ÉE de portée générale) pour moderniser ou remplacer la station de pompage sanitaire de la rue Green située à Bright's Grove (SPSRG). Il est proposé de fournir une nouvelle station de pompage sanitaire et une nouvelle conduite de refoulement sanitaire afin d'intercepter une partie importante du bassin versant amont du SPSRG existant afin d'augmenter la capacité de service et d'assurer un service fiable et continu.

Des options alternatives ont été envisagées pour la station de pompage de remplacement. Une option préférée pour la station de pompage de remplacement et une génératrice de secours associée située sur un terrain appartenant à la ville adjacent au sentier Howard Watson au coin sud ouest de l'intersection du chemin Lakeshore et de la rue Waterworks. Bright's Grove a été présenté lors d'une réunion publique tenue le 25 janvier 2017.

Après la consultation des propriétaires fonciers adjacents, un autre emplacement pour la nouvelle station de pompage proposée a été identifié sur des terrains appartenant à la ville et adjacents au sentier Howard Watson, au coin sud-est de l'intersection de Lakeshore et de Waterworks. Un nouvel égout séparateur sera construit le long de la rue Waterworks en direction sud de la rue John jusqu'au site proposé et une nouvelle conduite de refoulement sanitaire sera construite le long du tracé du sentier Howard Watson à l'est du nouveau site de pompage jusqu'à l'usine de traitement des eaux usées existante à Bright’s Grove.

La conception préliminaire de cette deuxième option privilégiée pour le site de remplacement de la station de pompage, avec un égout collecteur gravitaire et une conduite de refoulement sanitaire, a maintenant été élaborée dans le cadre du processus d'évaluation environnementale municipale de portée générale.

La ville de Sarnia souhaite recueillir les commentaires du public sur ce site privilégié et tiendra donc une deuxième séance d'information publique le mardi 23 janvier 2018 entre 18 h 30 et 20 h 00 dans le gymnase de l'école St. Michael's, 1930 rue Wildwood, Bright's Grove.

Les résidents avoisinants, les membres de la communauté, les membres des communautés des Premières Nations et les autres personnes intéressées sont invités à assister à cette séance d'information publique pour examiner et discuter des questions liées à l'étude d'EE réalisée pour la nouvelle station de pompage et les travaux connexes.
