Please be advised that Public Hearings of Sarnia City Council will be held on Monday, September 9, 2024, at 1:00 pm to consider planning applications for the property listed below and as shown on the Area Map.

THE SUBJECT LAND of these applications is located at the southeast intersection of Confederation Street and Vanier Road and is addressed as 1115 Confederation Street. It is approximately 1.06 Ha (2.64 acres) in size with approximately 118 metres of frontage along Confederation Street, an arterial County Road (County Road 25), and approximately 86 metres of frontage along Vanier Road, a local city right-of-way.

THE PURPOSE AND EFFECT of these proposed applications are:

a) Application for Official Plan Amendment #7 (OPA#7)

To Amend the City of Sarnia Official Plan to add a site and area-specific policy to the Prestige Employment Designation, to permit retail as a primary permitted use on the subject lands; and

b) Application for Zoning By-law Amendment (4-2024-85 of 2002)

To amend the existing Light Industrial 1-4 (LI1-4) site zoning to add retailing as primary permitted use.

These proposed changes are to permit retail use as a primary permitted use, which was an existing legal non-confirming use when Zoning By-law No. 85 of 2002 was adopted.  The Owner is proposing to build a new large retail facility on the southern section of the existing site which is partially developed in accordance with approved Site Plan Development Control Agreements.

Planning Act Appeal Information

Applications OPA # 7 and 4-2024-85 of 2002

If a person or public body would otherwise have an ability to appeal the decision of the City of Sarnia to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the Official Plan or Zoning By-law Amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the Official Plan is adopted or the Zoning By-law Amendment is passed the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
