TAKE NOTICE that the City of Sarnia has received complete applications for a proposed Official Plan Amendment Application No. 11 and Zoning By-Law Amendment Application No. 8-2024 under Sections 22(1) and 34 of the Planning Act.
AND TAKE NOTICE that the Council of the Corporation of the City of Sarnia will hold a Statutory Public Meeting regarding Official Plan Amendment Application No. 11 and Zoning By-Law Amendment No. 8-2024 on March 3, 2025, during its regular Council meeting commencing at 1:00 p.m. by electronic means.
THE LANDS SUBJECT to Official Plan Amendment Application No. 11 and Zoning By-Law Amendment Application No. 8-2024 are known as 831 & 837-841 Exmouth Street, Un-numbered Parcel No. PLAN 120 BLK A PT LOT 2 and 779 Melrose Avenue, City of Sarnia.
THE PURPOSE AND EFFECT of Official Plan Amendment Application No. 11 and Zoning By-Law Amendment Application No. 8-2024 would be to permit the development of a six (6) storey, fifty-six (56) unit apartment building and six (6) stand-alone townhouse units for a total of sixty-two (62) dwelling units.
The applicant identifies the proposal as affordable housing. Thirty-eight (38) parking spaces and one (1) loading space are proposed to be provided. In addition, on-site office space (of approximately 92.9 m2 (1,000 ft 2)) will be provided for in-person support staff for the residents.
If approved, site plan approval will be required to implement the proposal.

To ensure your comments are received by Council, written comments must be submitted by 12:00 pm, Friday, February 28, 2025.
Oral Submissions
If you wish to make oral submissions at the public meeting, we encourage you to pre-register through the Clerks Department by email to clerks@sarnia.ca or by phone at 519.332.0330 Ext. 3320.
Instructions for participating in the meeting will be provided following registration and online at https://www.sarnia.ca/virtualsarnia/ under Public Meetings.
APPEAL INFORMATION
If a person or public body would otherwise have an ability to appeal the decision of the City of Sarnia or the County of Lambton regarding the proposed zoning by-law amendment or the proposed official plan amendment, respectively, to the Ontario Land Tribunal (OLT) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the proposed zoning by-law is passed, or the County of Lambton before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision of the City of Sarnia or the County of Lambton.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the proposed zoning by-law is passed or to the County of Lambton before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
