If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the proposed Official Plan and/or Zoning By-Law Amendments are approved or refused the person or public body:

i. is not entitled to appeal the decision of the County of Lambton (approval body) of the Official Plan Amendment and the decision of the Council of the City of Sarnia of the Zoning By-Law amendment to the Local Planning Appeal Tribunal (LPAT); and

ii. may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal (LPAT) unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
