At its regular meeting held on Monday, February 10, 2020, Sarnia City Council:
- Approved Official Plan and Zoning By-Law Amendments at 939 Michigan Avenue to permit the expansion of the adjacent medical centre/clinic parking lot onto the subject site.
- Approved a Zoning By-Law Amendment to define payday loan establishments and regulate the zones where they are permitted.
- Amended the City’s Business Licensing By-Law to provide licensing requirements for payday loan establishments.
- Heard a presentation from Jennifer McCann and Dave Waters on the Tiny Home concept, and directed staff to prepare a report.
- Heard representations from Robert Dickieson, Lisa Maola, and Dan Butts on proposed by-laws affecting the regulation of Short Term Accommodations.
- Adopted an amendment to City’s Business Licensing By-Law to remove bed and breakfast establishment regulations, and adopted a new Short-Term Accommodation Licensing By-Law.
- Convened a Committee of Council to further discuss regulations for short-term accommodations.
- Adopted a new Municipal Accommodation Tax By-Law to implement a tax of 4% on short term accommodations rented within the City of Sarnia.
- Accepted the recommendation of the Heritage Committee with respect to the possible designation of the former SCITS building under Part IV of the Ontario Heritage Act.
- Approved Traffic and Parking By-Law Amendments on Christina and Ryan Streets.
- Accepted the proposal submitted by Bluewater Power in the amount of $2,986,348.20 for construction of phase 1 of the Oversize Load Corridor utility crossings.
- Accepted the proposal submitted by GHD Limited in the amount of $503,328.13 (including contingency), for required engineering consulting services for the development of a dock facility as part of the oversized load corridor.
- Accepted the extension proposal provided by R.V. Anderson Associates Limited in the amount of $170,809.20 for engineering services for the replacement of the next phase of wastewater pumping stations.
- Accepted the tender submitted by All Seasons Excavating in the amount of $1,826,727.08 for the reconstruction of Cameron Street between Russell Street and East Street.
- Directed staff to obtain a quote for Council’s approval prior to engaging any third party legal or consulting services when such services are requested by Council.
- Approved a requirement for detailed receipts and a fully itemized expense reports prior to the reimbursement of expenses for members of Council, and to publish these reports on the City’s website.
- Directed staff to request quarterly statements from the Integrity Commissioner.
- Directed staff to report back regarding potential liability issues associated with existing conditions of metal groynes along the shores.
- Directed staff to investigate the feasibility of continuing Hamilton Road towards Mandaumin Road.
- Directed staff to report back regarding the responsibility for any damage/reconstruction of Old Lakeshore Road due to continued use by heavy construction vehicles.
- Extended the term of the Mitton Village Community Development Committee until the end of 2020.
- Referred an Earth Day partnership request to the Sarnia Environmental Advisory Committee.
- Approved the proposal submitted by Bluewater Regional Networks in the amount of $76,039.70 for the installation and operation of a Public Wi-Fi system for the three arenas over a period of 5 years.
