Notice of Closed Meeting – May 28, 2018

Notice is being given of a Closed Meeting of Sarnia City Council to be held at 3:00pm on Monday, May 28, 2018 in Committee Room #2, Sarnia City Hall. Under sections 239 (2) (b), (c), and (e) of the Municipal Act, consideration will be given to personal matters about identifiable individuals with respect to a naming request regarding a City facility; proposed or pending acquisition or disposition of land by the municipality in the Sarnia Business and Research Park; and another property;  and litigation or potential litigation, including matters before administrative tribunals, affecting the municipality regarding a contract.

 


SARNIA POLICE SERVICES BOARD

An open meeting of the Sarnia Police Services Board will be held on Thursday May 24, 2018 at 9:30 a.m. at the Police Services Building Board Room on the 2nd Floor.  A closed meeting may be held before the open meeting.

 


Municipal and School Board Nomination Period

Nominations for Council and school board trustees will open on May 1 at 9:00 am and close on July 27 at 2:00 pm. Nomination papers must be filed by the candidate or their agent at the Clerk’s Department, 2nd Floor, Sarnia City Hall.

PUBLIC NOTICE RE:  VIDEO CAMERA POLICY CITY OF SARNIA

Sarnia City Council will consider the adoption of a Video Camera Policy for the City of Sarnia at its meeting to be held at City Hall on May 28th, 2018.

The policy outlines video camera guidelines and procedures, provides definitions for video camera security measures currently employed, and defines legal obligations in the event of a security breach. The proposed policy would pertain to all of the City buildings, properties, and vehicles.

Copies of the proposed policy are available at the City’s public input webpage clerks.smartsarnia.com and at the City Clerk’s Department, City Hall.

PUBLIC NOTICE RE:  SALE AND DISPOSITION OF LAND POLICY FOR THE CITY OF SARNIA

NOTICE IS HEREBY GIVEN that the Council of The Corporation of the City of Sarnia proposes, at its meeting to be held at City Hall on May 28th, 2018, to consider updating the Sale and Disposition of Land Policy for the City of Sarnia. The update includes current practice amendments and compliance with the Municipal Act, 2001.

CITY OF SARNIA NOTICE OF PUBLIC MEETING

Please be advised that a public meeting to consider the below-noted applications will be held by Sarnia City Council in the Council Chambers at City Hall on Monday, May 28, 2018 at 4:00 p.m.

Persons wishing to speak to these applications are requested to notify the City Clerk on or before noon Wednesday, May 23, 2018 in order to be placed on the agenda, although anyone in attendance will be given an opportunity to address Council on this matter.

 

SUBJECT LAND                                                 

Official Plan Amendment No. 7 and Rezoning Application 2-2018-85 of 2002 are submitted by Vision ’74 Inc. for the subject land located at 229 Wellington Street.

The subject land has area of 17,910 m2 (4.4 acres) is designated “Apartment Residential” and “Site and Area Specfic Policy Area #26” in the Sarnia Official Plan and zoned “Urban Residential 5-21 Site Zone (UR5-21)” in Zoning By-law 85 of 2002. The site is used for a nursing home (with 146 beds), rest home (34 beds), 432.5m2 medical clinic, and one single detached dwelling.

 

PURPOSE AND EFFECT

Official Plan Amendment No. 7

It is proposed that the Official Plan be amended by deleting the map showing the “Site and Area Specific Policy Area #26” and replacing it with a new map showing the whole of the subject lands. This amendment is a technical/mapping amendment. The site-specific policy permits an existing medical centre/clinic use in addition to the “Apartment Residential” uses.

 

Rezoning Application 2-2018-85 of 2002           

It is proposed that the UR5-21 Site Zone be amended to permit an apartment dwelling with 36 units, to be located south of Wellington Street and west of Crawford Street. The building would provide:

  • an exterior side yard setback of 4.5m from Crawford Street and maximum height of 4 stories
  • maximum lot coverage of approximately 37% for all buildings on the site
  • approximately 118 parking spaces for all uses on the site.

 CITY OF SARNIA  CLASS ENVIRONMENTAL ASSESSMENT FOR AN INFRASTRUCTURE CROSSING OF PROVINCIAL HIGHWAY 402
NOTICE OF STUDY COMMENCEMENT

 

THE PROJECT:

The City of Sarnia has initiated a Class Environmental Assessment (Class EA) process to consider options associated with a proposed infrastructure crossing of Provincial Highway 402 approximately 1.2 km west of Modeland Road (as shown on the accompanying key plan).  Sewage and water infrastructure are being extended south along the Rapids Parkway right-of-way, beneath Provincial Highway 402, connecting to an existing watermain at Quinn Drive and an existing sanitary sewer located just north of London Road.  The City is considering several different alignments for extension of the infrastructure through the 402 corridor in order to complete the works, while minimizing impacts to existing infrastructure and adjacent properties. 

 

THE ENVIRONMENTAL SCREENING PROCESS:

The planning for this project is following the planning process established for Schedule B activities under the Municipal Class Environmental Assessment (Class EA) document. Schedule B projects are approved subject to the completion of a screening process.  The purpose of the screening process is to identify any potential environmental impacts associated with the proposal and to plan for appropriate mitigation of any impacts.  The process includes consultation with the public, Aboriginal communities, stakeholders and review agencies.  This notice is being issued to advise of the start of study investigations. There will be additional opportunities for public input and involvement as the study progresses.

 

PUBLIC INVOLVEMENT:

Public input and comments are invited for incorporation into the planning and design of this project and will be received until May 30, 2018, at the addresses listed below.  Any comments collected in conjunction with the study, will be maintained on file for use during the project and may be included in project documentation.  With the exception of personal information, all comments will become part of the public record.
