The Finance Department is responsible for the budget process, including the Current (Operating), Capital and Reserves Budgets, and Fees for Services. This financial plan gives staff the guidelines and direction to allocate resources and provide services and infrastructure.

Fees for Services are the fees for various programs and services charged by City of Sarnia departments.

The Draft Budget Highlights is created annually to provide a high-level overview of the budget process, aspects of the budget, and the proposed changes for the following year. The 2023 Draft Budget Highlights will be released October 2022.

The Approved Budget Highlights document provides a high-level overview of the Council approved changes for 2023.

In preparation for the Budget process there are a number of presentations to Council which will be posted below as they are presented.

For 2023, detailed drafts budget documents will be provided to Council and made available to the public at the beginning of November. The public will then be given opportunity to provide input to Council regarding the budget during the Budget Input and Grants Council meeting which will be held December 122022.

Any citizen, group, or organization who wishes to make a presentation on the 2023 Budget can do so during the Public Input and Grants Session meeting. Citizens, groups, or organizations wishing to be heard by Council, or written submissions, please register with the City Clerk’s Department by email to clerks@sarnia.ca, telephone 519-332-0527 ext. 3320, or by mail to 255 Christina Street North, Sarnia, Ontario, N7T 7N2 on or before noon, Wednesday, December 7, 2022.

Any person who wishes to address Council during the Public Input and Grants Session Meeting in regards to the proposed draft budget, and who has not previously registered with the Clerk, will be given an opportunity to register with staff up to 15 minutes prior to the start of the meeting and will be limited for a maximum of five minutes.

Council will deliberate and approve a budget to fund the core services our citizens rely on at service levels they expect for a high quality of life, to support economic innovation, and to make investments in our community’s future to support revitalization and growth. The 2023 Budget Deliberation meeting will be held in January 2023.

The Approved Budget will be made available after approval by Sarnia City Council.

The 2023 Budget Schedule was presented to Council for approval during the June 27, 2022 Regular Meeting of Council.
