The City of Sarnia has published a Corporate Asset Management Plan, 2025 as required by Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure (O. Reg. 588/17).
O. Reg. 588/17 has specific requirements for Strategic Asset Management Policies and Asset Management Plans:
- Strategic Asset Management Policies were developed by Municipalities in 2019
- Core Infrastructure Asset Management Plans were developed in 2022
- Asset Management Plans incorporating all municipal assets based on current levels of service were developed in 2024
- Asset Management Plans incorporating proposed levels of service, lifecycle management, and a financial strategy were developed in 2025
- Finally, an annual update to council is required and asset management policies/plans need to be updated every five years
Asset Management, by design, is a process improvement activity where the City can begin to make decisions on infrastructure re-investment based on total replacement value, age, condition, risk, and levels of service. When data is limited, a continuous quality improvement process is required by O. Reg. 588/17, where the City outlines steps to improve data quality and decision making. Data Improvement is an important component throughout the Corporate Asset Management Plan, 2025.
Data Improvement and Next Steps
Data improvement plans are a major component of the City’s Corporate Asset Management Plan, 2024. This coincides with the City’s ongoing investment in GIS and Cityworks. Data improvement, accuracy, and credibility will improve with time and data governance. The next versions of the asset management plan, including public consultation, will highlight some advances in our GIS inventory.
