Our Water Leak Relief Program provides financial assistance to residential homeowners who have had a plumbing issue in their home that results in a significant water leak. While you are responsible for maintaining your plumbing, we understand unexpected water leaks can cause financial hardship. If you can verify your high water bill was caused by an unintentional leak, you can apply for a one-time credit towards water and sewage charges.
Approved applicants will be eligible for a 75 per cent reduction on the variable (Consumption Charge) portions of their water and sewer bill that resulted from an unintentional indoor leak.
Relief will be limited to a maximum of three consecutive months of the portion of excess usage charges up to a maximum total of $2,000.
Eligibility requirements
You are eligible for the Water Leak Relief Program if:
- The request is limited to a single-unit residential property serviced by a single water meter
- The monthly water usage during the plumbing failure is at least three times the average monthly consumption for the previous 12 months
- The leak is unintentional
- You can provide proof of permanent/actual repair
- A decrease in the monthly water usage is observed after the plumbing failure is repaired
- You have not previously received relief through the program
- Your application is submitted within six months of the high water bill
Ineligible requests
You are ineligible for the Water Leak Relief Program if:
- The home was vacant during the plumbing failure.
- The leak was caused by outdoor water usage such as, but not limited to, pools, hot tubs, hoses, irrigation systems or neglect of private property (ie. failing to winterize outdoor taps)
- Usage was unexplained, due to purposeful damage (ie. broken pipe from construction) or neglect (ie. failing to keep temperature inside home at an acceptable level)
- You have previously received relief through the program
- Repairs did not result in a decrease in monthly water usage
