We’ve launched a pilot Neighbourhood Community Rinks Program, providing the opportunity for community members to construct and operate public outdoor ice rinks at parks in the City.

Requirements

Rink operators are required to submit an application and proceed through the approval process, including the signing of waivers and a permit before building and maintaining a rink for the community. Operators will be required to source their own materials and water for construction / maintenance of the rink.

Approved rinks operate from Dec. 1 to March 15 annually (weather permitting).

Terms and conditions

Terms and conditions for operators include:

  1. Applicants must sign an agreement and provide signed and dated waivers, provided by the City.
  2. Applicants will inform the City immediately should any contact information change over the course of their committed term.
  3. Applicants must provide a proposed Site Plan, with the approximate setbacks of the rink to property lines, attached to the application, and be amenable to any alterations the City may require.
  4. Applicants are responsible for building and maintaining their own community ice rink and for the security of their own tools, equipment, and supplies.
  5. Applicants must sign the annual permit issued to them, and/or the Community Rink Agreement, before the rink can begin.
  6. Applicants must leave no litter or waste of any kind behind when they tear down the rink at the end of the season and this must be cleared no later than March 15, annually.
  7. Community rinks must be regularly inspected and maintained, including clearing of any snow and be free of any obstacles.
  8. The Applicant is responsible for the maintenance and safe use of the community rink, including posting signage when the rink is unsafe to be used, and will be held liable for any damage caused to City property.
  9. Applicants must provide a water source.

Application Process

To operate a rink in a community park, you must apply and have that application approved. The deadline for winter 2025-2026 applications is 4:30 p.m. on January 1, 2026.

The application process includes:

  1. Submitting your application — to submit an application you will need to clearly identify the proposed park and space; upload a site plan; and review the program policy, terms and conditions
  2. Application review — Staff will review your application and contact you with next steps within 10 business days
  3. Site visit — on-site meeting with City staff to identify and discuss the parameters
  4. Final approval — final approval and signing of agreement with the City
