Please be advised that a Public Meeting of Sarnia City Council will be held on Monday, April 27, 2025, at 1 p.m. during the Regular Council Meeting in Council Chambers, Sarnia City Hall.

Official Plan Amendment (OPA) No. 16.

The City of Sarnia has initiated OPA No. 16 as a general amendment to support the adoption of the Draft Zoning By-law and to align with updated Provincial Policy. More specifically, OPA 16 proposes the following amendments to the City of Sarnia Official Plan:

  • Update references from the Provincial Policy Statement to the Provincial Planning Statement.
  • Update references from Special Needs Housing to Additional Needs Housing.
  • Update Schedule 1, Schedule 2 and Schedule 5A to address Provincial changes to Areas of Employment. Changes include two new proposed designations on Schedule 2 and amendments to Section 5.3 of the Official Plan to establish the related policy framework.
  • Update Schedule 2 to recognize existing developed areas and align with the Draft Zoning By-law.
  • Amend Section 5.1.5.2 a) and 5.3.2.3 e) ii. aligning the minimum building height with the Draft Zoning By-law of 2 storeys or 7.5m, whichever is greater.

Update Schedules 1, 2, 3, and Appendix 1 Maps 2 and 3, amending the limits of the Greenlands System, Environmental Protection Designation, Adjacent Lands Overlay, Natural Hazards and One and Two Zone Floodplain Policy Areas in accordance with the SCRCA data.

You can participate in the public meeting(s) by submitting comments and/or speaking during the public meetings. Box 3018, Sarnia, ON N7T 7N2, or place them in the mail slot on the right-hand side of the Christina Street North entrance to City Hall.

To ensure your written comments are received by City Council, written comments must be received by noon, Friday, April 24, 2026.

Planning Act Appeal Information

Only certain people have appeal rights under the Planning Act (e.g., the applicant/landowner, the Minister, the approval authority, and other specified persons). If you intend to appeal, you must make oral or written submissions before Council’s decision; otherwise, you may not be able to appeal or be added as a party at the Ontario Land Tribunal (OLT).
