January 5, 2026 — The City of Sarnia initiated a Municipal Class Environmental Assessment (Class EA) process in November 2024, to extend Wellington Street from 1569 Wellington Street to Blackwell Side Road. It was determined through the Servicing Study for Development Area 2 and Secondary Plan process for Development Area 2 that an Arterial Road extension to the east of Wellington Street is required to provide access to vacant lands designated for future residential and mixed-use developments. The study considered a range of design alternatives for the extension of Wellington Street, which included road platforms between 2 and 4 lanes, multi-modal transportation considerations, intersection options, and Porter Creek crossing options.
The design alternatives for the extension of Wellington Street have been reviewed, and the following preferred design alternatives have been chosen:
- Three-Lane Cross-Section for the road platform (Alternative 2).
- Multi-Use Trail on north side of Road and Sidewalk on the south side of the Road (Alternative 2.1).
- Single lane roundabout at Street “A” (Modified Alternative 1).
- Single lane roundabout at Street “B” (Modified Alternative 1).
- Stop-Controlled intersection at Blackwell Side Road.
- Culvert crossing across Porter Creek Drain for the full 30.5 metre right-of-way.

The environmental screening process
The planning for this project is following the environmental planning process set out for Schedule C activities under the Municipal Class Environmental Assessment process. The purpose of this process is to identify potential environmental impacts associated with the project and to plan for the appropriate mitigation of any impacts. This process includes consultation with the public, stakeholders, First Nation and Métis communities, and government review agencies. The environmental assessment process has now been completed. There were no negative impacts identified with the project that could not be mitigated.
Public involvement
A Project File documenting the Environmental Assessment process completed for this project is available for public review at Sarnia City Hall (255 Christina Street North, Sarnia ON) during normal business hours. If environmental concerns arise regarding the project which cannot be resolved in discussion with the City of Sarnia, a person or party may request that the Minister of the Environment and Climate Change make an order for the project to comply with Part II of the Environmental Assessment Act which addresses individual environmental assessments. Requests must be received at the address below within 30 calendar days of this Notice. A copy of the request must also be sent to the project engineers and Town at the above addresses. If there is no request received by February 4, 2026, the project will proceed as planned.
